The vacuum valve runs the the fuel tap when 'ON' and fuel doesnt flow when the bike isnt running

"PRIME" on the tap lets fuel run at all times

I have a vacuum line connected to the petcock directly so it works and is under vacuum when the motor is running.

The petcock has a vacuum valve inside it and a vacuum hose from the intake opens it when the motor is running. The vacuum device I'm talking about is that big metal doodad with the large hoses and it plugs into the airbox. It doesn't connect to the petcock at all.
