Pull out the starter and bench test it straight off a fully charged battery

Can pull it apart but sounds like a replacement would be a good move

I would guess its common on many models

Carb needs to be cleaned properly. Do you have access to an ultra sonic cleaner?

Main jets only affect operations at WOT in upper RPM ranges.

You need to scrub and clean with PEA-based fuel-system cleaner:

    - choke jet
    - pilot jet
    - idle jet
    - mixture screw
    - bleed holes in carb-venturi, mixture screw and emulsion tube

Also scrub out secret hidden passages in carb-body. Spray carb-cleaners no longer work due to removal of chlorinated compounds. Requires scrubbing with brushes and poking out with soft copper wire. Ultrasonic soaking for hours. Micro soda-blasting.

Yea take them back and tell him to do them like an amatuer .... alternatively demand your money back and use it to buy an ultrasonic cleaner :aggressive:
