I have eventually got my FZR250 3LN starting. The bike would not rev up an would sit and splutter at idle.
I completely stripped the carbs and cleared all the pilot and idle jets and reasembled.
Had set the air fuel screws to 3 full turns as suggested
The bike started without quick start but again wouldnt rev off idle, just flood. Took out the plugs they were black.
Because of the rich mix I screwed the pilot screws completely in and started the bike. The bike revs and idles Ok.
Has anyone experienced this problem before?
It doesnt matter whether I have the air filter in or out.

Check the tension of the throttle cable. Sounds like you are engaging the throttle a little when fully closed. Take a look at the thottle valves to ensure they are fully shut. Also check the chock is fully off.
