Just a thought. Maybe you should, after removing all the rust, wipe the tank over with some oil, like WD40 for instance? Could it help?

Yeah oil or wd40 then wrap it in kitchen cling wrap then in a cotton sheet and keep it inside till you are ready to paint.
As soon as it was back to bare metal it should have been etch primed to help protect it from rust

    Dear,Johnny

    Thank you for your advice!!
I wiped kerosene after removed rust.
I should paint tank immediately for protecting from rust.
But I wrote my blog, Japanese weather changes easily now.
I wonted to avoid to paint on rainy day.

Johnny, I can't explain my feeling,
if I speak my feeling on Japanese
    or I could speak Estonian.

You are Estonian. I am Japanese.
Our mother tongue is not English.
But we can communicate with each other now!
    Using foreign language is wonderful!

You are making a lot of extra work for yourself rubbing it back between coat's, it also make's the paint thinner.
I would only rub it back after you are happy with the thickness of paint, eg after 3 wet coat's
Then give it a light rub back and polish, and to finish it off use a decent wax to help protect/seal the final coat
