i used to have to do the same with my gn250 it absolutely refused to start on a very cold morning, without pushing starting it. havent had the same issue with my fzr though, it seems to just want to start in the morning.

Check the plugs to make sure they are not fouled up and also check that the plug gap is 0.7 - 0.8mm but absolutely not more.

I take it you have tried using the choke?

Mine I had to run up to 4000 rpm for about 5 seconds as soon as it fired or it would die and not restart during cold weather.

the oil is good changed it recently

this does happen sometime but i find the choke doesnt hold the idle steedy enuff so i just use the throttle to hold it at 3 or 4k when that happens but when its really cold it wont fire at all
yes tried the choke if anything makes it worse (on a normal day i dont need the choke at all though)

will give the plugs a clean in the morning

Check the o-rings on the choke plunger bodies. Mine were shot, and sucked air huge. Starting was really boring...

it could possiably be that your battery it incorrect or getting to old. what happens is the colder your battery gets the less energy it can put out before the voltage get to low. this term is caled cold cranking amps or cca. when it's cold your bike needs X amps to turn it over but it for the battery to put out X amps the voltage drops to say nine volts and this is insufficant fo the coils to produce a spark. when you roll start it you turn the engin over and the voltage stays over 12 and there is spark and wela she starts. to check if this is the case give your bike a jump start from a car or something and see if that works. or you you could just check the voltage with a meter as you are cranking it to see if it gets to low.

Could well be the problem - The FZR is renown for stopping if the battery gets low when riding.

ill have to wait till the next cold morning but next time it doesnt start ill chuck a multi on the batt and let you know sould like a good suggestion although my bike has never cut out when idleing or sitting in traffic for long periods of time even with the lights on.

ok this moring was pretty cold and she wouldnt fire so i grabbed the multi meter out put it on the bat and gave it a crank was a bit of a struggle but it started. normally when i start it i give it just a little throttle as i crank but i didnt this morning because my other hand was on the meter lol

by the way this may sound a bit dumb but what setting should i have the multi meter on to test something like that?

You're measuring the battery voltage - VDC. Should be ~ 12.4-12.8; <11.5 may be too little to light off.
