    1937 Royal Enfield 250, CF Moto 250 V5, Honda's XL250, CBR250, FT500 plus a few others.
    That is the cam chain trying to escape.

    well one day the bike died while riding and after that it didnt want to start easily, but after i got it started, the sound appeared

    Then maybe your cam chain tensioner has broken/fallen off allowing the chain to jump a tooth on the timing. Will need the cam cover off and have a look at chain tension and whether the tensioner is still in place and doing it's job.
