Welcome to the forum @Frankster do you know what the OBI stand's for ? I had a search on the net and saw it refer's to a lot of 1989 model VT250's
No idea. The official Honda release database doesn't mention OBI in any of the releases relating to the Spada or VT250 range. It may be something to do with foreign market sales/exports. Not sure.
As @Linkin mentioned Otobai are motorcycle importers ... they brought in the FZRs in the day Is it being imported and do u have any extra paperwork? http://otobai.com.au/

It is a strange one , I googled I thought the spada was jdm only, then I believe small amount were Australian delivered, I can only assume they were unsold units in japan. My assumption. Is such because I wrecked a 1991 plated spada with an Aussie Honda compliance plate. obi means sash in Japanese Maybe it is a reference like the katana https://en.m.wikipedia.org/wiki/Obi_(sash)

Just had a look at the lams approved bikes https://www.transport.wa.gov.au/mediaFiles/licensing/LBU_DL_B_LAMS_Approved_MC.pdf there's a few bike's listed like the OBI RVF400 VFR400 and next to it say's OBI RVF400 (Import Only) Then just below it has another bike listed that has Octobai Import Only So i think @Linkin may be right
