    Your inspector doesn't know ****.
The MC15E is the standard engine that goes with the SPADA MC20 frame.

Where was it previously registered (assuming it has been previously registered)? SA?

I have attached an example of what you should get back when you get a PPSR certificate (there is a small fee to get this). It should have everything that you need. You will need a VIN number to get started. The VIN number is typically on the compliance plate (should also be on your purchase receipt/rego transfer paperwork) and may be different from the frame number (particularly if it is a grey import. Which the Spada will be). It is different on my Spada.

Vicroads shows "no record found" with that VIN

You might need to ring VicRoads. Do you know its permit/rego number in Victoria?
Are there any other numbers on the bike other than the number off the frame? What number did you use for the VIN number in your search? From your search, this is not the right VIN number for your vehicle. When first imported it should have had a compliance label attached somewhere. The VIN for my Spada (6MBHONDA2K2516705) is nothing like the original factory number. It is a number allocated by the organisation responsible for compliance on importation.

Contact the previous owner. Get them to supply the information that you need, so that you can do a proper search.

You might be in trouble. The VIC club Reg process used to be REALLY poor in that all you needed was a club scrutineer to give the bike a basic roadworthy check in order for it to qualify for club registration. A lot of bikes came into Australia without any compliance and were club registered (in VIC) almost immediately. I bought two bikes that were imported by a company called OLD GOLD MOTORCYCLES in NSW and both of them had zero compliance, but they were 'roadworthy' and that was fine to club reg them. The problem I had was when I went to sell them (after the VIC Club Reg rules changed), there was an obvious issue with compliance and the new owner needed the import papers and a proper inspection before they could even go near registration of any sort. My point is, if that bike you bought was imported (and Club Regged in VIC) before the club reg rules changed, then you might be in a bit of trouble. Ask the Previous owner about where he bought the bike from and if he has any documentation to support his claim. Oh, and by the way, @jmw76 is right, your inspector knows ****.

The VICROADS registration check system won't display Club Registered bikes. It only displays bikes that have been on full registration at some point in their lives.

Ah yes, the club permit rules in Victoria were pretty slack in the earlier days.
I know of race cars that were running around on club permits that just had lights and other bits added so that they would meet the basic roadworthy requirements.

That said, if you can prove that the bike was previously registered in Australia that might help you.
Bear in mind, that in Victoria a club permit is not actually considered as a form of registration. Much like getting an unregistered vehicle permit.

As @Frankster indicated you might have some issues if the bike has never gone through the compliance process.

A word of caution for future buyers. If you intend to register a vehicle you purchase, make sure that all the paperwork is in place before buying. A PPSR certificate is a worthwhile investment. Make sure you have a receipt that references the vehicle identification numbers also.

@FRANK DEAN here is a suggested course of action for you and some further questions:

Are you going to put the bike on club or full reg? Club reg might be an easier path

Go to another roadworthy guy that knows his stuff.
The VT range of Honda bikes used the MC15E engines. The Honda CBR250 (4) range of bikes use the MC14E engines. Much as the MC22 uses a MC14E engine the MC20 uses a MC15E engine. Honda did not change engine number codes where the same basic engine design was used in different model bikes.
A roadworthy guy that knows his stuff should be ok with the engine number frame number combination.
Contact the previous Vic owner and get as much info as you can.
Once you get past the roadworthy speed hump, you should be able to front up to the roads dept along with supporting info from previous Vic owner and with all your filled in paperwork and should be able to get club rego.
No guarantee, but this is certainly the path that I would try.

    Good Luck.

the bike is currently on NSW historic plates I was looking at getting it as a spare or transplant
getting it passed is no problem
If it gets sold it will be to an historic club member

    My bad.
My comments in my earlier post were directed at @Kenny0987 who was having troubles with registration in SA.

I'm in contact with the previous owner, so he got it on club rego as soon as he got it, but even when he got it from someone else it was on club rego. He has mentioned that it was on regular rego in Victoria up until 2013, but he is not able to get in contact with the owner at the time. nor the registration details. Vicroads are not willing to provide the details due to some Freedom of Information privacy laws, I've put a request in but apparently that can take as long as 30 days to process.

Vicroads shows the bike on a club permit, the number is 08DH9, the permit runs out in February.

I'm currently trying also trying to get the initial import approval to verify the VIN/Chassis & Engine numbers, but all they can give me is the build year and the VIN/Chassis number, which doesn't really help my case to prove the engine is what came as standard...

In all honesty, even if i did a PPSR check, what it showed would not have rang any bells for me as I wouldn't know that it might have hinted at potential compliance issues.

So since the bike is in Australia, and there is import approval documents that show it was approved for import, does this not mean that it would've had to go through a compliance process of sorts?

The most frustrating part of this is that the different departments do not talk to each other, Vehicle Standards, Vehicle Inspections, Import Approvals, they all keep bouncing me back between departments with one requesting info and the other giving me half the info and claiming they cannot provide the rest...

"I am from the government and I am here to help you" A common issue with bureaucracy unfortunately.

Do your approval documents show that it has been issued a VIN number? I must admit, I have not sighted import approval documents before. My natural expectation is that this should somehow link to some sort of compliance certification. If it was a company that imported the bike, then they would have the responsibility of ensuring the compliance plate was issued and fixed to the bike. In what year was it imported and which state did it come into? My Spada's compliance plate looks like this.

As I mentioned previously, follow up with the previous owner and with VicRoads about its Club Permit history.

Sorry, I missed your earlier post.
Surely that information from VicRoads should be enough to convince your local roadworthy guy to check and approve it.
You have a government document from VicRoads (club permit record) that clearly shows the connection between the VIN/Chassis number and the engine number.
SA Roads should be able to get the previous rego history from VicRoads based on what you have.

It should not mater what the engine number was when imported. As long as the number lines up with VicRoads registration records, then all should be sweet. There is nothing illegal about swapping an engine, provided you notify the roads dept and have them update the records.

If the numbers all line up, I do not see what the problem is.

Surely it should be just treated as an interstate registration transfer.
